She's about to start dropping all of the points from her good form last Spring, so if she cannot use SRs to get into some 25ks, the she faces a long and winding road back from very nearly UNR, which will take some time if relying solely on 15k points.


Correct. None of her absences have been sufficiently long to entitle her to SR.

Her ranking in November, when she last played, was not high enough to qualify anyway, and that would be the mark that would now be used.
A player that does have a high enough ranking will sometimes chose to delay their return to competition in order to complete the waiting period, and thus qualify for, and invoke upon return, SR privileges.

Just to add detail:
SR applies to top 300 players - Mandy was WR398 when she last played a match)
SR requires an absence from all ranked competition, including qualifying, for a minimum of 6 months, and a maximum of 2 years from the date of your last ranked competitive match.
WTA Ranking System XIV.C.1.a-b

So Mandy does not qualify on either fron, and you need both.
Hopefully, the LTA can offer WC etc. Whether Mandy wants to play hard/grass that that would entail is another question.
