I'd say that Tara certainly has a decent chance of overtaking Heather and also, if a bit more outside chance, reaching top 100 by season end
She is GB's top points gatherer this year with consistently big ITF tournament points earlier in the year and some good WTA tour points since mid year ( Heather is ahead in the rankings with the addition of some 2019 and 2020 points ). And while the last 2 weeks' WTA 500 tournaments have been R1 losses for Tara & Emina they have been very competitive losses to very well ranked seeded pairs. So not far off getting results and big points at WTA 500 level.
If Tara & Emina continue to play the rest of the year at WTA tour level they could continue to be unlucky with draws and have R1 losses but I think the odds are that they have the form to get some wins and thus some decent points hauls.
Of course the GB rankings contain pretty much doubles specialists like Tara, EWS, Alicia and Olivia, more occasional doubles from higher ranked singles players such as Heather and Harriet and others who try to do a bit of both like Sam, Eden and Beth, so it may be difficult to order how good they all relatively are. I suspect that Heather and Harriet remain our best two doubles players but Tara has done really well with Emina.
But ranking wise absolutely Tara could reach these goals by season end. Heather has nothing due off before the end of the season and Tara just those 20 net points.
According live tennis.eu, if Tara, as top seeded pair, wins W60 this week in Vegas, she will go onto 821 points; Heather is on 901 I think so every chance Tara could draw closer - Heather is in IW doubles but plays the 4th seeds first match.
Anyone know what Tara has coming up over the next few weeks - if she gets 60 this week, would the additional 80 plus be possible?
Tara is on the singles entry lists for the W60 at Rancho Santa Fe next week and the W80 at Macon the week after, so I presume that the doubles there are the priority. Potentially 96 points and 120 points for title wins, and even 35+43 points for reaching the semis. So the extra 80 points is certinly possible and even if she doesn't win this week there is still a good chance.
If Tara+ win this week's W60 she will have her full 11 counters all at 50 points or more and all earned this year. So W80 and W60 SF points wouldn't add. In the short term she also has an additional 50 points from a 2019 W25 ( due to be halved on 25/10 ).
But W80 ( 120 and 72 ) and W60 ( 96 and 58 ) title and RU points certainly would add with title points making a particularly big dent in the then remaining 80 points gap to Heather.

Tara and our other top doubles players all have a full set of counters, and need to go deep into tournaments to gain extra points. Whereas Heather can get into WTA doubles and a win or two there give higher points.
