Ola and Beth both putting up big fights against their seeded opponents. Whatever the outcome, Ola's performance so far against Maia suggests that her game is coming along...

You seem to be inferring that it's not a big upset for a player with that record overall, and in MD, to defeat WR503; somehow equating the $25K opponents from qualifying to get other ranking points though they were never previously higher ranked than WR848; that the extra 343 places are effectively nothing; that the fact that this is only her 4th top 1000 win, was essentially expected linear progression?.
Or, am I misunderstanding?

Misunderstanding. Paulisi is focused on the second clause in your sentence blob, not the first... Since when you read 'third ever MD won... in 8 years', one's first reaction is how does she have a rating then? And the answer is, which is what Paulisi is noting, is that two of her current counters are from qualifying in 25k events. I don't think anyone is doubting the enormity of this win for Tiffany!!

Ola is a baseliner, who is good defensively. Maia is a good ball striker, who tends to move players around the court.
