It is. 48 draw and there is 48 entrants.
Certainly is though one wonders why not have had it planned as a 64 draw given how few home tournament opportunities there are.
And having two qualifying rounds on Sunday with the seeds having their feet up* in wait for those who come through QR1 is hardly a level playing field.
* Well, apart from Oli who will no doubt be doing a dash from Nottingham. When does he get considered for a home MD WC again ?? ( then again he might get in by right before then, though still in alts for Barnstaple next well, so go on, give him one for there before he gets slightly ****ed off and / or knackered from so much playing and winning )

Just to repeat some of the informed comment from the week 37 thread, which is relevant here as to why Oli didn't get an SE (and given there was some confusion/differing opinions)

which suggests that you DO have to have been on the acceptance list in order to claim a SE.
"As I said a couple of days ago Oli had entered but was about 70 odd on the alternate list for qualifying. You actually have to be on the qualifying entry list to be eligible for a SE (for challengers where there is no qualifying acceptance list this irrelevant)."

"For ATPs and Challengers, you don't have to have been on the original entry list to be eligible for a special exempt place but for ITFs/Futures, it seems you do. It's all very confusing and I hope I'm both remembering this correctly and not contradicting anything I've said in the past!"
Very nice win for young James Story, born 2001, beating a guy ranked 1110.
Jack Draper also beat a ranked player (as above).
Our 2001-ers continue to look rather promising....
