It's just saying at the moment that she's out of Singapore based on being down to 9th in the race. Her post Moscow possibilities are still under review eg. Elite Trophy or maybe even yet the Tour Finals if someone drops out. And even if not, she could still again go to Singapore as first alternate if she is able to take up that role.
Just wanted to touch base. As you all might have seen, I've needed to withdraw from Moscow. I am obviously sad that I couldn't continue my battle to make it to Singapore, however it's a massive congratulations to all the girls that have qualified. I am working hard to recover well and still make it to Singapore as an alternate and to be competing in Zhuhai. Thank you everyone for the continued support and I'll be seeing you guys soon on court.

Definitely think shutting it down is the right thing at this point. Not having been in good form and unable to train from an injury she would only be setting herself up to fail playing right now and it makes much more sense to focus on settling her coaching arrangements and getting 100% ready for Australia, particularly as its the major tournament most suited to her game.
In the season end rankings ( for the top 9 anyway ) Halep and Muguruza remain #1 & 2 with Wozniacki tour finals winner now a close #3.

Even more so now with the extra counter that the tour finals give to players and all have come out of them with at least 500 additional points, in contrast to the closeness at the very top Jo is in her own big space at #9. Although an undefeated Elite Trophy winner could get much closer with 700 points available to add into their best 16.
