They should do more than that. With Colin Fleming retired, they're relying on both Jamie Murray and Dom Inglot being well for DC ties. They really need to invest in people like the Skupskis, Joe Salisbury and some of the younger doubles players.
I hope that even though Joes partner is not British the LTA give them some wildcards in the summer tournaments.
I'd've thought it would be a possibility at least at Wimbledon, where WCs are not in the gift of the LTA & where Jonny Marray & Freddie Nielsen received one the year they won the title!
Also David is closing in on top 100 and might chase the money and look for a higher ranked partner.
At one point late last year Joe's ranking had slipped outside the top 400 because of his illness and Dave was ranked comfortably in the top 200 and still wanted to partner him whenever possible. I'm sure Dave sees the long term value in their partnership and will continue to do so.
Final: (4) André Begemann & Freddie Nielsen (GER/DEN) CR 253 (88+165) vs David O'Hare (IRL) & Joe Salisbury CR 327 (127+200)
It seems the final was, sadly, a match too far for Joe & David: they lost by 3 & 4, but still a pretty good week for them. Wonder if they'll turn up in Sophia Antipolis next week.

Just to put Ed Corrie's loss (and an earlier one by Neil Pauffley, if I remember correctly) in perspective, an article on Oscar Otte, now in the SF of a Challenger and about to enter the top 300: www.atpworldtour.com/en/news/otte-qingdao-challenger-2017-feature
Edit: Make that the finals.
