He maybe thought that he wouldn't be ready, but recent injury suddenly improved quicker than he expected. He is on the list for the following week in Tunisia.

Well done to Alex, I see no problem in withdrawing because you don't think you'll be fit, changing your mind and then winning through. The next best ranked Alt will have got the original slot in the MD which seems pretty equitable.

Maybe though worth thinking before some folk may condemn others for arriving in qualifying as highly ranked players, we may think we know the circumstances for Alex here, we rarely know the circumstances for the foreign players.
Personally, I have no particularly strong views either way though can understand that it can be a pain for the qualifiers they may meet, which is mainly what I disliked about such interventions in the past. That's more the issue than the ( presumably lower ranked and more of a qualifier level ) player that has the main draw place they would have had if entered on time ( or entered and not then withdrawn ).

I wouldn't allow it, be it Alex or any other player.
But I wouldn't allow shops to be open all day Sunday either, nor a whole list of other things
Don't think you can officially re-enter once the entry date is past, but if a qualifying draw is not full, anyone can turn up and sign in for the extra spaces. I suppose you could bring in a rule that only players with a ranking equal or lower than that of the highest player originally accepted in qualies could do this. But organisers would prefer to see their draw full than with empty spaces. But I do feel sorry for the players that get an absolute ringer because of this.
I have been one who has criticised the system that allows players to enter qualies when they have a ranking to be well inside the MD cut off. Clearly there are circumstances from time to time, when this happens for genuine reasons (injury etc) but I still feel uncomfortable with it.
Good luck to Alex anyway. I don't blame the players for taking the opportunities when they can, but I still think the ITF should look at the rules.
