I assume he could leave it to the last minute to pull out and claim injury after DC? As I see he's still entered. Although looking at rankings doesn't look like he'll be seeded as everyone that he had a chance of going ahead of have also improved their ranking.
I don't know if the court space and schedule in France would allow some Wednesday starts. They will not be unaware that they are following on from a Davis Cup week.
Aljaz now in the Main Draw for Montpellier and accordingly has withdrawn from Sofia where he also would have made the cut thanks to withdrawals. He has posted a couple of training videos and seems to be suggesting his injury issues may be receding. Hoping for a good few weeks so he can back into the top 100.

While I serious doubt that Evo will play in Montpellier it is actually the case that many indoor tournaments play some first round matches on Wednesday. The lack of courts at some indoor tournaments (some only have 2) actually creates scheduling challenges at the start of the week (16 round 1 singles matches and 8 round 1 doubles matches) leading to R1 being spread over three days. In this case qualifying doesn't start till Sunday so you also have 4 FQR matches on Monday.
