Looking at this list for the mens side, 15 of the top 18 nations appeared in the Davis Cup Finals last week (Slovakia, Czechia and Brazil didnt take part and Chile, Colombia and Kazakhstan did qualify), which is a pretty reasonable proxy to the best nations did in fact participate in the Davis Cup event, and we have a pretty good list here in terms of the rankings. Of the 4 semifinalists, 3 are those listed in places 10-12 in our list, Canada, Russia and GB, which suggests some of those above them have good top 10 strength in depth but when it comes to the top 1 or 2 players that can win an event of this sort, they were lacking at the very top level.
Notice that there are a number of "problems" with both the ATP site (no pdf for 2019/1202) and the "new" WTA site. OER seem to be suffering as they get updates from both.

On a serious note, in January 2017, when ABB created the initial sets of tables for these, Italy on the mens side where in 8th place and an average of 133. Now, they are 4th and an average of 70.3. Quite a dramatic change. It was also announced yesterday that in addition to the Chairman of the ATP, they have the CEO now as an Italian from January. And the Tour FInals are moving to Italy, the next gen finals etc etc.
