Bedene is up to 1st alt for Queen's and so will get in unless the 4th wild card is used (Djokovic the only person able to receive it).
Monfils withdrew at Halle yesterday where Bedene was already 1st alt. Nothing has been officially announced but I assumed that meant he was in Halle and could not stay on the list at Queens. I may be wrong, maybe he has the option to withdraw his name at the point the spot opens up but I am not sure of the rules around this, I am sure he can't withdraw after accepting to go and play somewhere else. Maybe one of the more intelligent members of the board can interpret the rules for me
When a player is originally on more than one alternate list and then make the main draw of more than one event they can choose which to play. It doesn't matter which event they made it into first.
The LTA press release is a mess as it says Watson, Konta and Broady have wildcards when Jo gets in direct. Laura Robson uses her final SR, but that will only get her into qualifying.
The qualifying wildcards don't seem to be announced and no noticeable withdrawals from Ilkley yet. However I suspect Tara, Katie S, Katy may well get these.
Bedene has now withdrawn from Halle after making MD at Queens apparently. In the end he did not have to wait for the WC to clear as Tsonga has pulled out and so he made it in as next alternate and as RJA rightly pointed out he was free to opt for Queens as the list at Halle was still open.
Kokkinakis has now withdrawn from both Queen's and Wimbledon (terrible for the lad to miss 6 months and counting the year after his breakthrough season). I would imagine that Kyle will be allowed to choose a new doubles partner to share the wild card with.
The Wimbledon Wildcard Play-Offs should probably be included as an event for this week - it will be of major interest to all British player followers.

10 direct entries (based on ATP/WTA ranking and then LTA ranking) and 6 wildcards (two based on Felixstowe and British Tour leader board, if needed. If not needed, goes to runner-up at Felixstowe and to second, then third player, on the Leader Board. If still not taken, they get freed up.)
Two guaranteed wildcard places per draw (often a third gets given too).
