Wow, some match that, as the 14 year old beats the 17 year old. Somehow I think older sister might not be in a great frame of mind this evening. As for Aleksandra, despite beating a top 1000 player AND her older sister, she is still going to have a tough struggle to win a point!

Yes. It may also be that their coach (father?) does not really approve or rate ITF junior events. They wouldn't be the only ones.
Because they certainly seem to have traveled quite a lot in the last year - France, Germany, Poland, Greece - and, as you say, not had a lot of success (although a 14 year old is not expected to have 'much success')
Without knowing the exact circumstances it's difficult to guess. One argument may be that if your paying to travel abroad then you might as well go to a 10k rather than a high rated junior event. They are more accessable and you might as well be hung for a sheep as a lamb.
