There are on the men's for Challengers - if you're 1-10 you can't play a Challenger, and if you're 11-50 you can only play if given a TP-approved WC. But bizarrely, as these are ITFs, not ATPs, it appears that the regulations may not apply. I suppose that the points on offer are so small that they don't foresee a flood of top 50 players toddling off to play Futures. Or maybe I've misread the Rule Book.
I guess whatever restrictions there are can't apply to dubs rankings. I imagine they don't want to penalise players who have moved up quickly in dubs but want to work on their singles game to help it catch up. I was thinking specifically about Mr Nielsen after his splendid run in the dubs with Mr Marray - he went straight back to low level singles events - but still also played the dubs. Also, I recall one or two of our dubs players having a go at singles near Davis Cup time, just in case....

Echoing the hopes that Mr Harris gets better and is able to fix the issues with his shoulder.
Just for the record, had he played and won doubles, his next opponent would have been Marc Lopez - yes, that Marc Lopez, as in CH 3 and current ranking 29 - and Jaume Munar. I didn't realise that players at that level were allowed to play futures - they aren't if their top-100 ranking is a singles one, are they?

From what I remember your right top 100 players can't play futures, and if your ranked 101-150 you need a wild card.
But the rules don't apply to doubles, I remember Roddick playing at Surbiton challenger when they told him he couldn't enter singles as he was top 10.
He definitely turned up at one of the 10ks (Croatia?) just before Roland Garros - played qualis - played a round of the Main Draw (beat Tom Allen, from recollection) - and then dropped out because he'd got the call from the FFT that he had a slot at Roland Garros, and so legged it to play Nice, I think it was, as a warm-up.
But I don't think he was top 150 then - was inside the top 200, I think, but not 150
According to the ATP website, you are correct - he did play a Futures in 2014 when he was quite highly ranked ... in between playing qualies at a Masters and the Nice ATP. But his ranking was 187 - so, while unusual, outside the forbidden zone.
