The WTA advisory hasn't been updated since last year - if you read the blurb at the beginning, it all talks about 2015.
Doha & Dubai switch status each year, one being Prem 5, the other being Prem 12.
So when halep won Dubai last year, she got 900 points, but the year previous to that, when Venus won, she only got the 470 points.
So, you are correct that this year is Doha's turn to be the Prem 5, and it is that event which has the 900 points for the winner, and yes, 20 points for a QR1 win.
I've notified the WTA about this before, but they only changed the 2014 one to a 2015 version in June last year, so...
It would help if the WTA clearly delineated the tiers of their events, more like the ATP do; 250, 500. 1000 is very simple and effective.
The WTA use Premier for a whole slew of events that, in the points available, are not really similar at all.
Somewhat similarly, an International can be a $200K, $227K, $500K, but at least the points under the heading are the same

I assumed it was 13pts and not 20pts based on WTA tables

When, as often, I'm confused, I find the best final arbiter to always be the official tournament draw sheets, and the little tables at the bottom of them. Such as the one for Doha 2016 qualies, here
Naomi has already earned $28K so far this year(according to WTA page) and with many WTA tour events and GS to come, it should be her best year financially.
