I was quoting what appears on the PDF draw sheet on the ATP site, Paul, but having checked the ITF site, I see that it, too, has the Korean as a PR!

Yes, on the ITF site Seol Jae-Min is one of two Koreans shown on this tournament's acceptance list accepted based on PRs in the 900s. The two are very similar in having activity gaps from August 2014 to May 2015 and being currently ranked in the 1500s.
