Not knowing the fine print but it would seem this is a clear breach of contract - an offer on one set of terms, that is accepted, and then the terms changed.

I don't think the players representatives have any real power. They just supervise the draw and other such things.
The logical solution here is for the ITF to make up the prize money (and honour the original points) in the interim and then take legal action against the tournament.

I'm really not sure how it all works. Does the ITF set it or the tournament itself? Who's decided to downgrade it? I'm miffed either way, but it would be interesting to know.

Egypt looks extremely weak and another incomplete draw, so good chances for Freya to pick up more points and for Grace to collect points as long as she avoids a high seed.
I wouldn't be surprised if some late reasonably ranked wildcards didn't turn up in places like Egypt - as you say, the level is really poor - the men's 15k is a laugh.
