Yes, it's always been that way I think. For me it makes Wimbledon men's draw the hardest of them all to qualify for. Part of the tradition I think, like best of 5 set men's doubles in the main draw (weather permitting) and proper best of 3 set men's doubles in the qualies (which still seems odd to me these days!).
