The Queens management will be negotiating to obtain the maximum number of tickets for their members, thus keeping numbers of riff raff attending down to a bearable minimum.
I don't think it's realistic to build a one-off grass court in Scotland and catering-wise we can expect a better class of sandwich at Queens.
It's basically a done deal as far as the venue is concerned.
Personally I don't think Queens will generate the right atmosphere and think Eastbourne would be better venue - plenty of affordable hotels for fans . But sounds like Queens already decided on !
"If" a grass court was to be laid in Scotland.........could it not be used to stage a challenger event afterwards (along with supporting courts of course) with the event promoted like hell to those attending the Cup tie?
GBJ, my concern re ticketing is the sort that Eddie expressed that if it is Queen's they might insist that a large batch go to their members and maybe even friends of members. Davis Cup is not and should not be a social club event, it is a loud partisan event.
I gather that what largely made the Glasgow atmosphere is that such a large proportion of the crowd were joining in the loud partisan support. The LTA need really to have a similar open ticket process as for Glasgow to hope to get a similar atmosphere.
Wimbledon was largely transformed in atmosphere for the Olympics, so I believe Queen's could be for the Davis Cup if they avoid significant members and corporates ( who I think it is a fair guess would not in general contribute greatly to the ideal Davis Cup atmosphere ).

the only problem with that is that for the challenger i am guessing 5 or 6 other grass courts will need to be built and after the event they are most likley to go unused for 90% of the year
Indoors and outdoors will always allow a different kind of atmosphere to be generated. Queens will be pretty good too. I don't think there's anything particularly snobby or exclusive about the club.

Good idea although for Davis cup can get away with 2 courts not enough for a challenger

That's quite funny that Ed - made me laugh - particularly the comment about keeping riff raff down to a minimum and better class of sandwich!!
