Well here's a turn up, and it will be interesting to see whether it actually happens or not. For the week of 7 Jan, OER is giving all those players who under the CURRENT system would have a WTA counter, a WTA ranking if one of those counters is 25k or above. Thus they've given Mandy Carreras a provisional ranking of 914, since she has 1 60k qualifying counter out of her total of 3 counters, including a 15k win. In fact one player has been shown as having a WTA ranking who has just two counters, but including a 15k title. If she does get a ranking with this counter, it should ease her way back onto the 25k plus ITF tour... Lots still to find out as to how this new system will all work!
It has to be an error. The 60k counter is only a single point, and the 10 point rule is still in force.
From the 2019 WTA rulebook
"2. Eligibility
a. Number of Tournaments
Players must earn (i) ranking points in at least three (3) valid Tournaments, or (ii) a minimum of ten (10) singles ranking points or ten (10) doubles ranking points in one (1) or more valid Tournaments, in order to appear on the WTA Rankings."

And 'valid' tournaments is defined as only those earning WTA ranking points? I guess it must be. There is certainly a lot of confusion still, I wonder if the system will come to seem less weird over time?

The 31/12/18 WTA rankings are out, the first with 15Ks no longer counting.
All the British singles points seem to be as expected, with a total of 24 ranked down to WR 846T Nell Miller on 3 points from 3 counters ( well done on moving up over 300 places )
There are an initial total of 889 WTA ranked players.

On the ITF tour we surprisingly have as many as 56 women listed, including one Harriet Dart, although she will drop off by the end of January. But we still have a few women (Eden Richardson, Olivia Peet) who remain in limbo, with 6+ WTA points but no official ranking of either type.
