That might just mean it's the version of his name that he uses in English-speaking countries.

Hard to imagine him not picking GB over Libya unless he wants to be unique or the Libyan government want to fund him when he leaves college, but he may be hoping to do well in college and then hope the LTA will want him to switch and think that playing for Libya until then will put him in a better bargaining position, who knows! (or he might even have just changed and be about to appear as GB on next week's ranking list!)

The French government says it has evacuated French and British nationals from Libya, as battles rage between government forces and militias.A French diplomatic source said 40 French nationals, including the ambassador, had been evacuated by ship along with seven British nationals.

That was today compliments of the beeb .

If he did choose Libyia to make an early Davis cup impact,( they pulled out of the Davis cup in 2008) he is likely to be disappointed it would be interesting to see the present state of the Libyian tennis and squash association in Tripoli given the horrendous ongoing civil war I would be impressed if it had 4 walls.

The LTA must stand an outside chance of recruiting him if they have any urge what so ever, however Marc Albrighton did go to Leicester .

 Libyan government?

Libya is now a failed state with large swathes of the country run by various militias. What is nominally referred to as the government is struggling to keep the country in tact.
