We were there for 3 weeks in July/August, so I hope they are not in La Paz because of the altitude (3000 to 4000 metres, can hardly climb stairs let alone play a tennis match).
Edit - just googled it to find out it's in Santa Cruz, a lowland city, very pleasant when we were there in winter though can be very hot and muggy.

I played in a football match ( locals and some of us trekkers ) at about 4000 metres one evening in Peru many years ago, at about 4000 metres. The next day and higher up, I decided that that may not have been the wisest thing I ever did !
Anyway, yes, much better that this is at low level, especially if hardly acclimatised.
Although this tournament is at low level the G2 which forms part of the COSAT circuit (one each in most of the Latin American countries) early in the year is in La Paz. Perhaps unsurprisingly given the above comments that was the tournament out of the 10 or so with the fewest entries - there were several byes in the girls draw.
