As understand it (and I know I'll be corrected if wrong!) there are two ways to be a seeded qualifier
1) don't enter the tournament originally, qualify and then get a seeding as your ranking is high enough.
2) seedlings are done on the most up to date rankings but entry on six weeks ago, a rapidly rising player may only have the rank to enter qualifying but now be high enough to be seeded.
I suppose the short answer would be anyone who comes through qualifYing with a ranking high enough to seeds seed is awarded that seeding for the tournament. Otherwise you could theoretically have the top two ranked players in your draw playing in the first round and you don't want that.

For ATPs and Challengers, the draw is (virtually) always done before the qualifiers are known (there are rules that it has to be done by a certain time before the start of the main draw) and in that case it is possible to end up with a qualifier in the draw who is ranked high enough at the seeding date to be seeded but still ends up unseeded.
For Futures, however, the main draw can be done after qualifying has finished and in that case, a qualifier can end up seeded. Doing the main draw after qualifying has finished is the most common timing where Futures are concerned. However, a few countries routinely do the main draw earlier (even if it looks like there will be a qualifier ranked high enough to be seeded) and even in countries where the main draw is routinely done late, it sometimes has to be done before qualifying finishes if some main draw matches need to be got out of the way the following day but qualifying has been delayed by rain.
I don't know whether there are any specific rules about this timing for Futures - presumably not, otherwise different countries wouldn't be allowed to have different conventions for when to do the main draw.

Thanks Steven, I wasn't aware of the timing specifics although I'm now a bit confused as I'm sure I remember this phenomenon happening at challenger or ATP level a few years back, I don't remember who though so I may well have dreamt it and/or am mis-remembering a seeded WC.
