Balleret obviously has something that Kyle finds tricky.
From my point of view, Kyle (from the look of things) played a good match. Balleret was (or should have been) the favourite - after all, he beat Kyle pretty easily last week so there's no real reason to expect any major difference this week. Yet the match was a lot closer - Kyle had his chances, couldn't quite close them out. A big improvement from last week.
The guy who watched their last match (re-tweeted I think by Steven) said that Balleret was very fit and kyle made a lot of UE. I guess Kyle made a lot less UE today (hence the closer score) but it's hard to play a fit, big-hitting guy who's got quite a lot of experience.
If Kyle had won today he would have gone clear GB no 4 "in running" for the post US Open rankings. As it is he is level with Brydan who also lost his QF today.

The good news is that Kyle seemed to get a bit more of a look at Mr Balleret's serve today, even if he did serve a lot of aces. So that's a clear improvement.
The bad news, as CD points out, is that Kyle was broken 4 times in 2 sets, which was similar to last week. When your opponent appears to have been serving so well on the other side of the net, you can't blame the surface for your serve not working well enough. I though Kyle's serve looked pretty decent during the grass court season, but it looks like there's much to work on.....which is a good thing.
What I'd be curious about is what Balleret has got that Kyle finds so awkward; or perhaps what Kyle offers up which Balleret finds so easy to deal with.....
I am a bit surprised that Kyle didn't take a set, at the very least.
