No problem with a bit of pedantry but legally and politically is exactly what I was using "effectively" as shorthand for (in the "although it may be stuck out in the southern Indian Ocean, it is effectively ..." sense)

Anyone seen much of Richard Gabb? He seems to be consistently qualifying and picking up points on a regular basis. One to watch?

He's 21 and has reached 2 ITF $10k SFs in his career to date, which I think suggests he has limited potential as a high level tour player. And he plays a LOT of tournaments. This comment subject to all the usual caveats: you never know, everyone develops at a different pace, harder to shine as a teenager these days, we should big up our youngsters, etc. Most of the qualitative commentary from those who have watched him suggests he has a very pleasing, consistent game without any major weaknesses, but that he doesn't have the power or weapons to overpower his opponents - if he serves very well, probably tough to break down, otherwise.......
There's an interesting discussion on another thread about WTA/ITF vs ATP/ITF ranking points systems, and whilst the men's game remains strongly biassed towards tournament winners and finalists, rather than those that win a match or two relatively often, players like Richard may struggle to make an impact. Personally I prefer players who can win tournaments every time....
