As korriban points out above, the numbers simply don't work unless he can reach a few Challenger semis/finals; if he is only entering 5 or 6 Challengers during the year, then it's a tough ask to expect to reach a couple of semis; last year he entered 12 Challengers but his best was several R16s (I think) worth 8 points each.
Somewhat surprisingly (i.e. I thought it was less), it turns out Josh played in 12 Challengers last year, with one defeat in qualifying, 8 R1 defeats and 3 R2 defeats. Tthe R1 wins were against Millot WR 224, Kyle and an unranked Turkish wild card in Izmir. So he played in more than just a handful of Challengers yet still didn't manage to make an impression. I do wonder though if playing 52 Futures matches, the odd ATP & slam match and quite a few British Tours might have left him less fresh than many of the other Challenger players, though I guess plenty of Challenger players play quite a few French/German league matches too.
He has done well in slam qualifying before though, so there must be a chance he could make an impression at Challenger level.
In 2008 Josh made one final, 2 semis and 1 qf at Challenger level including a run of 3 events that were qf, sf, f; I suspect the fields at the New Delhi Challenger weren't particularly strong but still he put together the wins. Also made final on the grass at the Manchester Challenger in 2006
Didn't Neal play with his brother last week and do rather well. I assume he is due to get ranked soon then.
He played with Ken two weeks ago. This is his 4th Futures doubles title, all with different partners, and Lewis's 11th. Neal is already back on the doubles rankings (at 1024) but will jump on Monday. He will be back on the singles rankings a week later.

FINAL: Ed Corrie WR 456 beat (4) Dan Smethurst WR 387 by 4 & 1
Ed's 2nd Futures singles title (and 2nd in 3 weeks, of course) - he is now 16-2 in 2013 (1-2 v USA, 15-0 v everyone else) and is very likely to crack the top 400 on Monday week

Crumbs. Well done to Mr Corrie. I'd thought he might well make a strong rankings move this year -- but didn't expect it to be quite this rapid! (At this rate, he'll have reached my prediction for end of year by about May) Well done to Mr Smethurst, too, for reaching the final.
Outstanding! A well deserved little break for Ed next. I can only assume that he's found the formula of making himself very hard to beat even when playing below his best, which allows him to guts out certain matches that most of his peers would normally lose. And of course, if he's playing well, he wins too. Both his losses were tight 3 set affairs, which indicates he has been very competitive for 4 weeks and 18 matches without a single blip. Superb. Now he should plan to test himself at higher level tournaments with more points up for grabs, rather than settling for the same old routine of Gb 10k futures that many of his peers have become addicted to.
