Its off isn't it but, if Oli drew Walter in a challenger we'd feel it a good draw. An ATP event an excellent draw or in a Grand Slam.....a draw from heaven and a golden opprtunity to progress. Get him in a futures however and it feels like to Gods are against him!

It makes sense to me indiana, though maybe I can't put it into words.
If Oli (on a WC) got a player ranked as low as Walter in a big tounament, avoiding several top 100 players, we'd think it a right result and believe he could take the opportunity.
When he draws him as top seed in a 10k, when there were several ranked outside the top 600, then it seems a lousy piece of luck.
Its the same player, just the enviroment in which he is playing him that has changed, and thats seems to change our expectations (or mine at least)
Whatever, it's a decent scalp to go for whatever the tournament, and I am sure Oli will feel he has a chance. Also, another revenge mission after the Coco turnaround last week
But given it is a futures, and all the other possibilities, it IS a pretty lousy draw.

Yes, that's true, and based on last week's scoreline, Oli clearly has a chance against Walter (indeed, the bookies make it as high as 35-40%), but to me the various different feelings you describe above are not inconsistent with each other.
I say that because if Oli had drawn Walter in R1 of the main draw of a higher level event (or even been set to meet him in, say, the SFs of a Futures event rather than in R1), it would indeed have looked like a great opportunity to pick up 4+ points (Futures semi), 6+ points (Challenger R1) or even 20 points (ATP R1)
The reason it is unlucky to draw him in R1 of this event is that Walter (based on his no. 1 seeding and the fact that he won the title without dropping a set last week) is clearly the strongest player he could have been drawn against and if he does pull off the upset, he will only get a single ranking point for it.
