I see Jennifer Allan has managed to get to a current ranking of 665 ( CH of 654 in July this year ) without beating anyone higher than WR 847, and this certainly appears to be correct.
Doesn't actually compete that often, at least lately, but does appear to have the ability ( ? ) to earn points in some far flung parts where there doesn't appear to be the strongest of fields.
Here's a link to an article from June 1986 in which it states Zina Garrison's ranking was 9. As she was seeded 9 at Wimbledon too, this seems a safe ranking to go with.
I've updated the table with Jade's result moving her from 57th to 53rd and I've also decided there is enough evidence from the 1983 tour seedings & results on Wikipedia that either Tracey Austin or Pam Shriver was ranked No. 4 to promote Jo Durie from 7th to 3rd.
Presume though it should theoretically be based on this coming Monday's ranking since this is qualifying for next week's tournament.
Rus is currently ranked WR 83 and only earned 14 points ( maybe not even a counter ) for the week that's coming off from last year so assume she will still be ahead of WR 89.
Most of them are from the WTA records which I think is ranking at the time of the draw? Those that have happened recently where we've recorded the rank on the day in forum threads, I've used that.

Regarding the WTA site activity records for players and their opponents I have always understood that it showed the rankings from the Monday at the start of the tournament.
Not being absolutely sure, I have checked this out with various Brits during the last couple of months and have always found it to be that Monday, in particular even for qualifying matches from the weekend before.
For first round draws and more particular qualifying draws, info on rankings in our threads for these would often actually show the previous week's rankings, often simply of course because they would be written before the new rankings were out.
So, for instance, if you wanted Naomi's victim, Rus's ranking to be consistent with what I am sure the WTA site will show, you would base it on this coming Monday's rankings rather than her current ranking of WR 83. Could be the same of course, but mote likely won't be.

These don't meet the criteria you've given on the first page, but I'm not sure if that's the criteria to qualify for the table, or simply your search criteria. Anyway, here are a couple not on the list currently.
