He has been playing in futures qualifying for most of the summer and not doing particularly well. He only got in here because the qualifying draw wasn't full.
Yes I guess he is based in Spain now and his coach probably know which challengers are not likely to get full.
I saw his coretennis results and he has been indeed playing futures a lot and even got to the last round of qualies 3 times but lost all of them. I guess it's not bad considering spainish tournaments must be tougher than uK ones.
