Yes, can't remember all the details, but there are exemptions from masters for age ( 31 I think ), number of matches played and years on tour. Fed qualifies for the last two. Not sure about 500s.
Given he has been given zero pointers does make me even more sure that there are generally other penslties for missing part of the "commitment", i.e certainly financial and maybe more if repeated. I would think using their exemptions allow these players to get off just with the zero pointers.
But, maybe someone knows more chapter and verse on this...
