I thought that looked a good battling match from both players.
In the first set Heather was a break up and served for the set unsuccessfully then Lisicki broke twice and she was broken serving for the set. In the tiebreak Heather had 2 setpoints which she didn't make, Lisicki had 2 and made the second.
In the second set, Lisicki was a break ahead twice and twice pegged back, the second time when serving for the match. Then she finally broke Heather for the match.
So a match that both had chances missed at times and swung about a fair bit, but Lisicki did have 4 more BP chances and converted one more of these ( 5 / 11 to 4 / 7 ) and scored a few more points in each set, so probably just deserved to eek out the win.
She needs to mix ITF and WTA tournaments at this stage in her career to get a balance of playing testing opposition and winning ranking points. This week is the last chance for WTA competition this year and she's playing ITFs in the next few weeks, so, yes, I think it was the right choice.

I think Heather is at the stage where WTA experience is very important, as like Laura if we want her to be a top senior player she needs to play the top girls as against picking up cheap points in lower grade challengers. Mel got in to the top 100 via that route and where is she now, and thats not a dig against Mel, just the truth.
