i know he's always been overlooked for DC, but i get the impression he'd want to play for his country, or will his relationship with the LTA come into play?

No idea! But I am sure that if asked he would, afterall last month he was willing to fly back from California just to play for Norfolk but didnt have to in the end.
Perhaps England are leaving it until near the deadline on 3rd september, as they have a bigger pool of players and want to minimise the chances of a chosen player becoming injured and preventing someone else from taking part?
According to the article, there is no Anne Keothavong. Whether she has accidently been missed out, or she has actually withdrawn, I don't know but I would guess the former as I see no reason she would withdraw and she surely would have been replaced.
It looks like Anne is indeed not playing. From the LTA site:
After the US Open, Keothavong heads to Canada and then back to Europe as she aims to improve her ranking towards the end of the year to put her in the best position possible as she heads into 2011.
Im going to Canada from here to play the tour event in Quebec and then I am hoping to play the indoor tournaments in Europe and the two $75K events back home in England in Barnstaple and Shrewsbury where I can just build on my ranking and hopefully win lots of matches.
Wales have now added Chris Lewis to the list (see http://www.thesportscampus.com/201009157538/2010-new-delhi-games/lewis-joins-milton-for-delhi) - he's 28 and hasn't played in Futures since 2005 but he won the Wrexham Future in 2003 (beating Aucks and Marray on the way), reached a couple of other Futures Finals and multiple Futures semis and was ranked as high as 457 in August 2003.
