Yes, it would make her GB no. 23, possibly even higher once points being defended by others next week are taken into account or, more positively, if she manages to win more matches this week.
Edit: now that she is, for all practical purposes, sure to be in the GB top 25 on Monday week, I've added Heather to the table to make it easier for people to track her progress this week and next week - there's also a link to her new official website on there - not sure if it's finished yet, but it came out on a search.
I should add that Steph Cornish will go back on the rankings at the same date.

Further success for Heather & Steph in the doubles (main draw here): pity it had to be at the expense of fellow Brits, Michelle Farley & Sam Vickers, but they won 2 & 4 today & now face (3) Tammi Patterson (AUS) & Olivia Smith or Lottie Fox & Aimee Gibson in the q2 QF. In addition, Holly Richards & Liz Thomas had a walkover against Lisa Maria Reichmann & Nina Wellnitz (AUS/GER) & so face (2) Joss Rae & Jade Windley in the q4 QF.
In the bottom half you would have to pick Anna again but Heather has picked up her form this week and is finally translating her junior performance level to the senior stage.
