It's clearly part of the LTA's plan to give their players the best chance to score points by holding perhaps two of the best chances for the lower ranked Brits to get some points in the same week of the year.
the LTA has recently hired a new Technical & Events Director Aleksandr, comes highly regarded from Russia, apparently his favourite phrase is 'simples'

Evans is 4th alternate so should be able to sneak into the draw. Bloomers and Eaton are 6th and 7th alternates so may just be able to make it as well.
Plenty of decent grass courters such as Rochus, Mahut, Amritraj etc so it's going to be a tough event for a Brit to win. Boggo and Goodall may just sneak a seeding as well.
He drops them on the 13th of July, so he will still have them when he is seeded for this event.
It means that he's got a couple more weeks to enter tournaments where he'll have this highish ranking rather than the ranking of around 260 he'll have when the points come off (and then just inside the top 300 when Vancouver points come off)
Going to be touch and go as to whether he'll make the cut for US Open qualies unless he has a couple of good runs.
i think his plans are to play Manchester, a challenger in Italy then head to the states, but where he'll end up having to go in the challenger Q draws or not at some point we'll have to see.
surely the USO would give him a Q WC, just think of all the publicity they'd get over here

Looking at the current challenger calender up then it looks like Boggo will do Manchester, Recananti and then presumably over to Granby to defend his title.
But no more information regarding a challenger calender exists on the ATP site, and it would be the tournament on the 4th August where Boggo's ranking would have dropped for entry purposes.
Just b4 they changed the site i looked at it, and saw that there were no indoor challengers down for the 1st few week after the USO which was a shock.
you can see a bit further into the future though if you click on the 'see all upcoming challenger events' tab in green on the RHS of the challenger page, they are laid out really horribly tho.
