He hasn't played an ITF since July 2007. Haven't seen him in any British Tour lineups I don't think, so no, it appears he isn't playing anymore. Could still be playing club or county tennis.

As John said, playing ITF's - no, but Simon does play for his university team in the states. He's currently studying at the University of Louisville, majoring in 'Sport Administration', and is on their tennis roster, and he appears to be having some success: http://www.uoflsports.com/sports/m-tennis/spec-rel/040809aaa.html
