This is the tournament where Robert Dee beat Arzhang Derakhshani last year, sparking the now infamous media blitz. Sadly, Robert missed the qualifying cut this time (*) so unless he's been given a main draw WC as thanks for making the tournament famous, maybe it will have to be the other half of the dream team's chance to shine ...
(*) He was on the qualifying alternates list and I'm not quite sure how Charlie or the other two Brits managed to be higher up on it (and hence get in) than Robert was.
Edit: Looking at http://www.itftennis.com/mens/tournaments/tournamentacceptancelist.asp?tournament=1100019637&event=&order=Position again, national rankings are now shown on the lists and it appears that he doesn't have a national ranking, so I guess it was first come first served among the unranked players for the final places in qualifying. I thought he had a Spanish national ranking, which some of the other non-Spanish players on the list have been able to count. Also, if someone ranked 100 in GB and 101 in Spain are on the same entry list, I wonder if the GB players would take priority, even though I'm sure being 101 (or even 401) in Spain is in reality stronger than 100 in the UK.

Actually, to be fair to Charlie, he did actually beat Sascha Meis in Maspalomas last November, so his record is 1-10.
