No, they're still an alternative to 15Ks (no H) with the same points. Based on past experience, I'm assuming the ATP main Futures page is wrong. However, last week's tournament was a 15K+H and they usually come in pairs, so a switch to a 10K+H this week does seem a bit odd.

Yes it is, but maybe the +H counts as an extra 5K, I'm not sure.
It's quite hard to tell where one block of French Futures stops and the other one starts, since they haven't had a gap since the end of August. Since then, they've had, according to steveg:
Edit: Looking at the application form on ITF, it says a minimum of three consecutive 10Ks or two consecutive 15Ks have to be held in the same country, which implies that if they are holding Futures in 8 consecutive weeks, they don't have to split them into blocks and can make each of them any level they like.
