That comment was distinctly uncynical, Happycynic, bravo! I suspect the Islamic dress-code for women, as prescribed in some Middle Eastern States, (I don't know about Dubai, perhaps someone else has detailed knowledge?) would prevent Dubaian women from playing tennis, at least in public. There are none in either the Main or Qualifying Draws, so ALL the Wild Cards have, of necessity, had to go to players from abroad.
To be totally uncynical, it is rather nice they host women's tennis (even if I would personally prefer it if the women from Dubai were also allowed to play!)
Good showing by Liz/Katharina against the top doubles seeds. In singles Brown has a tough task, but hopefully she'll gain some experience from the match whatever the outcome.
