Not many Brits have been there in the last few years, so it's a great achievement. Liam's year before this had been average at best, but now that has changed completely.
Given how little separates the top 3 from the rest, Liam probably needs two or three good weeks to get there. And since the two Category 1s in January are on hard courts (with one being in Britain), things look quite good for him. He may fall out of the top 10 by the end of the year, though. He'll play in Florida while some of the others will stay in Europe.
Boys and girls from all countries are allowed to play, although most tournaments have an all European field. The tournaments in Bolton and Tarbes are major exceptions as they attract the best players from all over the world.
The American in question, Christian Harrison, must be a very special individual as he was the runner up in Tarbes last year even though he was a year underage.

Dan Evans was no 1 U16 in Europe a couple of yrs ago but apart from him, cant remember any others making top 10 in their age group for a while
No, no world rankings before 18 and under level. Most of the top players come from Europe, so Liam is surely one of the 15 or 20 best boys in his year.
He will be a year underage in the US, mind it. 1993 borns are allowed to play there, so he could go out first round.
