Maybe Ward hasn't done much, but he's rated very highly by his academy - I read the site regularly and he's on the articlesvery often.
Plus local people playing for foreign countries are given wild cards pretty regularly. For example, Somdev Dev Varman got one at ATP Washington just because he studies at the University of Virginia.
