Lloyd is defending 600 final points here; Julian none. If they fall short of the final, is there a chance Julian could have a turn as world number 1?

No, because Julian played Rome without Lloyd this year and lost R1 so received a mandatory zero so Lloyd has an extra tournament he can count.

Basically as wolf says.

As well as Lloyd defending 600 from Paris last year, Julian is actually defending 125 points from a Bratislava Challenger. They will replace these with whatever they get from this Paris Masters week. So the current gap between them of 565 points will come down by 475 points to 90 points, representing the extra tournament Lloyd can count. If they continue just to partner each other, Lloyd will have an extra counter until Julian's mandatory Rome zero clears.

I've said it before and I'll say it again. Mandatory zeros for doubles make no sense to me.
