Emily's choice of tournament has always been odd. She seems to aim too high and gets next to nothing, like 1 point each from 4x WTA 250s. Then plays a ridiculously low W15 to get a quick bunch of points and also most unfairly I believe to the typical W15 players who are trying to get a foot on the ladder.
I think the WTA 250s is more about her doubles (given shes just about top100 and probs wants to push into comfortable GS main draw territory rather than being on the cusp and missing out as per AO and potentially the upcoming French).
As her mums blog explains, she played the W15 due to a lack of suitable other tournaments to play between bigger WTAs in North America. I think Emily has otherwise mostly dipped into W35s (with no doubles play) to boost her singles ranking with reasonable success eg Luxembourg earlier this year and Notts the other week.
So Id argue her schedule is the product of someone balancing a top 100 doubles ranking with a top 400 singles ranking that shes still keen to improve in parallel.

Yes, I agree
You enter the correct doubles level, you then try and see if you can get a play in singles, even if as Canda says it risks being low scoring because you're a bit out of your league in singles, given your doubles ranking
And then you try and pick up some singles points at a lower level, like W15, to boost the singles, that has been sacrificed for the doubles
And nothing unfair at all about her dipping back down to W15, in my view
She's only WR 350 or so - it's hardly a high level - and it's perfectly allowable for her to play W15s so the ITF obviously think it's fair, and they're the governing body, after all
