 I think there must be some delay in the different sites - which doesn't make sense as they're both ITF sites.

As you say, the link from the draw and, indeed, Jasmine's own ITF page has nothing. 

But the list of rankings by country has her in there:

Which is correct as she has the point from 2 weeks ago.

The IT competency of the programmers of these sites leaves you baffled - how can two pages in the same system be different, when it's one person, one entry????
