Don't quite understand how Luke and Marat are seeded 3, if their rankings are that much lower than their opponents who aren't seeded?

(But as it's dubs, and they've lost, I'll just put it down to one of life's little mysteries.....)

They are seeded three because Luke's ranking is is currently WR339 in doubles - not WR759 which is his singles ranking

Entirely my fault.  No idea how I missed the fact that Luke & Deviatiarov were the third seeds & no excuse for forgetting that you have to click on the "Doubles" tab on the ITF site to bring up a player's doubles ranking.
