They only withdrew from Shrewsbury yesterday - but they were way down the alt list anyway, so the chance of getting in was pretty slim. They were shown on the entry list as unranked, which would put them no higher than 25th alt. They had withdrawn from Sharm a week ago, so the QWC's and a bye in a weak draw are a bonus.
I'm guessing they weren't offered a qwc for Shrewsbury and rang Sharm up and said can we come?

Good for them. If Ola can pick up one point here, then she at least regains her WTA ranking until the transition tour kicks in... And as witnessed in Shrewsbury, it matters a lot still on current acceptance lists. I've seen the same for Mandy C. She badly needs points in the 15k she's entered into this week, since thereafter everybody and their aunt is ahead of her in the alt lists, even for 15ks.

Ola and Ali Collins ( in Shrewsbury ) will now take our year end WTA ranked players to a minimum of 31, continuing a bit of a push over the last couple of months. From Steven's stats that seems to be about the year end going rate. Indeed I see that at the end of 2013 it was just 29. Hopefully Mandy Carreras for one can yet make that 32.
Then we come to 2019 and all that, the well you did have a WTA ranking but ...
