Is it right that a top 100 doubles player is in a futures? Might be allowed but doesn't feel right to me, even if he is a Brit. Plus I'd prefer to see him aiming higher to be honest...

Probably not, but it happens & maybe Joe couldn't find a playing partner sufficiently highly ranked to get him into a more prestigious event... That said, I, too, would prefer to see him in harness higher with someone up the ladder.

Add to that after the Indian Wells Masters, which would need a very highly ranked partner just to see Joe possibly having any chance of getting in with just 32 pairs ( including no doubt some singles 'infiltrators' as well as almost all the leading pairs ), the only two challengers this week are in China and Chile.
So with these options I think it not unreasonable for both to get some play in here before North American challengers resume. There are both American and Canadian Challengers next week, in Irving and Drummondville respectively.

presumably they are going for one of those two events, although Irving will no doubt have a high entry level, Drummondville more likely given where they are this week.
