 I think Luke is the highest ranked non seed in the draw 

( or at least on last Monday's rankings, which is what counts for seedings and when Luke was WR 560 ).

Michail Pervorakis is a top 200 ITF junior and junior at Portland who play in the WCC where he is pretty dominant in the no 1 slot but the standard relatively poor.

Although I am sure he is enjoying college in Oregan he is too good a player for the WCC, regardless Ali should beat him but it is likely to be much closer than the present ITA college rankings would suggest. Michail is unranked.
