It suggests that below the top 100, the average age of players isnt in fact getting older; ie it is just the top players and that this is even more marked among the top 10.
So the issue is not so much no younger players coming into the pro ranks, it is that they cant break through. The analysis goes onto draw a comparison between prize money and rankings age and suggests that the issue could be due to income disparity , meaning the top players can afford better teams, better treatment, coaching etc and that this enables them to keep going and thus block the access of the younger guys.
This actually is an oldest AND youngest chart i.e. each year he notes the oldest and youngest male players to win an ATP singles match. This year it's 17.9 and 39.2
"Youngest and Oldest Player to win an #Atp Single Match in main draw (1990-2017). The last year was Alex #DeMinaur in Sydney and Tommy #Haas in Stuttgart. Haas is for the third time the oldest, after 2013 and 2015, and in 2017 is the oldest of the last 22 years"
I think the disparity is just because the present crop of 30 somethings are just good the top 5 could all have potentially dominated other generations indeed Roge has.
I know we have lots of sections in lots of threads about players getting older but shout out to the girls today (who actually still are girls):

Moment of Youth.
17yos Anastasia Potopova and Olga Danilovic are into the semifinals @moscowrivercup.
This is the 1st time 2 players under 18yo have made the SF of a @WTA event since 2005 Japan Open, where 16yo Nicole Vaidisova went on to d. 17yo Tatiana Golovin in the final.

And their opponents are born in 1994 (Sasnovich) and 1997 (Zidansek).
As Emma Raducanu is - rightly - getting huge attention for the run she's having in Wirral, a mention too of the two 16 year-old American girls (one born 2001, one 2002), who have just made the QFs of the £80k event in Texas: Whitney Osuigwe and Caty McNally.
