Got to be a chance of Naomi getting redrawn as top seed, not sure about $125K rules. But, with Kiki Mladenovic top seed, and in Fed Cup final action this weekend in France; having played a gruelling four hour match against Pliskobot yesterday during which she was cramping at various points, and due to play both doubles and the other singles; I can't see she'll be in any state to travel half way round the world and play on Tuesday/Wednesday. If she withdraws, Naomi's draw, as second seed, could be altered.
Doubles
R1: Emily WEBLEY-SMITH/Ankita RAINA (GBR/IND) 449 v. Jessy ROMPIES/Kotomi TAKAHATA (INA/JPN) 383
R1: Naomi BROADY/Ipek SOYLU (GBR/TUR) [3] 143 v. (WC) I-Hsuan CHO/Tatjana MARIA 899 (836 + 63)
I'm pretty sure that they wouldn't move the second seed to a vacated top seed spot when essentially they have an equal draw to the top seed.
If they do a fair amount of shifting, and that tends to vary ( I don't know how the rules work here ), then with a top seed withdrawal they might shift #3 to #1 spot, #5 to #3 spot and introduce a new '#9 seed' to the #5 spot ( I've seen that sort of thing ). Though they might just put #9 straight to #1 spot.

Both Garcia and Mladenovic are playing 125k's this week, and it appears that after Mladenovic's loss and Garcia beat Kvitova and Pliskova, both of them appear to have abandoned the Fed Cup, as Cornet is now playing Strycova, and the French doubles team is listed as Cornet/Parmentier (You'd expect Garcia/Mladneovic to be their doubles pair).
This could all just be French team tactics though.

Now that would be a story if Mladenovic and Garcia had "abandoned" the Fed Cup final !
Rather suspect not though, and Garcia as indicated has played and won her singles today. Maybe some injury issue with Kiki since the pair not playing the doubles otherwise would be very odd. Though still let's see who appears ...
Strycova won the first set vs Cornet so looking quite likely that the doubles will decide it.
Strycova beats Cornet - so it goes to the fifthe rubber. And from the Fed cup website ten minutes ago: -
Caroline Garcia and Kiki Mladenovic will take on Karolina Pliskova and Barbora Strycova
And very interesting re Fitzy and Katie Swan. If that's happening that is one link-up that I'd love to see work well. I see, from the Week 47 entries thread, that Katie has a WC into the WTA 125K Hawaii Open.

May as well tie up the Fed Cup Final tangent we got into via Kiki Mladenovic.
Pliskova & Strycova won the deciding doubles 7-5 7-5, indeed vs Garcia & Mladenovic, to give the Czechs their third Fed Cup title in a row and fifth in six years.

With the way she's playing and the points she has to defend in the coming months I think she (and we) had better enjoy that top 100 status while it lasts.
Considering how long she's been out, not a bad effort from Em. She's very shaky on serve which is understandable but coming up with some great touch volleys around the net (weaker on the power put aways).
Broke for *2-1 but just saved 3 break points to hold for 4-4*
But lose 7 points in a row to go 4 set points down....
All saved!
5-5*
Living dangerously, Takahata playing nicely. Rompies showing why she was a successful college athlete at Clemson as well, ranked as high as #3 in doubles in her senior year.
