Very surprised that Fran entered Egypt when she has a broken leg... Now withdrawn. Katy Dunne and Laura Deigman also entered there, but not first choices.
I'm bored, so I thought I'd glance through the ITF rulebook. I found nothing, but I don't follow the women's tour any more, so maybe someone else can do better?
Evski is going to Seoul in Week 44, so he will probably end the year in the Far East.
Cox is conspicuous by his absence from all entry lists. That makes no sense whatsoever because surely he will not go to Australia for just one Challenger?! Or does it mean that he is done for the year?

maybe he is going there for the off season?
I think it's slightly early for off-season training, but I certainly hope that you are correct. As long as it's not injury related, I'm fine with it.
Aaaaand to answer your question, Laura can definitely enter 100Ks (I don't know about 10Ks) with her current ranking unless the WTA people are massive H2G2 fans and the limit is 42.
She was ranked 41 when entries for this particular tournament closed, and Niculescu (44), Puig (45) and Knapp (49) feature here.
