Carrying on his tour of central Africa.

Why is this a 15k? It doesn't seem fair as unranked players can get to the MD as DA's here, even though plenty of 10k's have full qualifying.

I'm not 100% on how futures are determined 10k's/15k's but it does seem unfair to me.

Surely essentially to do with the prize money on offer.

All things being equal, one imagines a stronger field naturally gravitates to a more rewarding ( in prize money and ranking points ) tournament.

But if better players chosse not to attend, because of the location or whatever, it isn't the tournament's fault.

It is entirely up to the host nation. If they put up 15K in prize money it is a 15K tournament.

The strength of field doesn't determine the prize money. That would be unworkable on so many levels. I believe the national federation decides the prize money and then this would contribute to the strength of the field, ie by attracting players. Obviously for other reasons, that hasn't worked here, but given the inherent challenges in playing a tournament in Rwanda, the players who have made the journey have probably earnt the extra money and points in other ways.

No rules to say the unranked guys that are having to win 3 qualifying matches in a 10k couldn't have gone to Rwanda and entered this 15k and made a main draw
