Steven, your FQR's are just QR2s, there is another qualifying round after that and as usual there are two qualifying seeds for each place ( that was what made me suspicious )
From the draw details on the ITF site, the other seed in Tara's sectioo is (q5) Irina Buryachok (UKR) and in Emily's section it is (q4) Kristina Barrois (GER)
... yet the draw on the Dubai site, which I have saved at http://www.britishtennis.net/gbtop25f/dubai.pdf in case they are just about to change it, really does show the players in a completely different order (with Emily due to play Tinjic, who is the 7th seed rather than the 8th seed in that original version of the draw) and the Saturday OoP agrees with that version.
Since it has QR1 results on it, I assume the draw on the ITF site is correct and they realised after making the original draw that they had missed out Rodionova by mistake and did a re-draw, because Rodionova has appeared as 3rd seed, Tara has moved down to 4th seed and so on down to Dabrowski moving out of the seeds altogether.
Anyway, as you can see from the above (but now with rankings added in) ...

Yes, I can confirm Steven's sanity ( well with respect to the Dubai draw ) and that the qualfying draw details showing yesterday on the ITF site tied in with Steven's initial post and his saved Dubai site draw.
Sam's SE gets her a reasonable R1 draw against the 14th ranked of the 22 MD entries as of right (acceptance list position).
Kurumi Nara (JPN)
WR: 163, CH: 101 (Aug 2010), H2H: 0-0 Nara had a big week recently, making the SF at the Taipei $125K Challenger. However, Johanna beat her 5 & 2 in Q64 at USO
Nara is the Japanese #4. Having beaten Japan's 2 (Doi), but lost to their #3 (Date-Krumm) in the last week, she must have some chance, but still a tough match and the fatigue has to be a factor. Worth noting though that the other 3 SF from Toyota are also in the MD here.
Potential R2 opponenet are: last weeks victor, Voegele, or Laura's vanquished Junior Wimbledon foe, Lertcheewakarn.
Could have been a lot worse.
If Tara qualifies, the possible spots are against:

Ons Jabeur (TUN)

So the obvious one aside, that's not too bad either.

NB: Just a word about the official tournament website for this event (dubaitennis.com). All 3 of my anti-virus/malware/security programs (which are top of the line, enterprise level, programs) report it as a known source for malicious attacks.
It looks a very big ask for Sam to make the Australian Open this year. She would need to reach at least the SF to stand a chance and apart from Nara she would also have to get past the 7th seed Voegele (95) and the top seed Begu (52).
